[Arid_gardener] Cape Honeysuckle

I've moved into a property on McCormick Ranch  with a number Cape  
Honeysuckles (or the southwest variety that looks just like it).   
They are well established  and look healthy  in every respect except  
they are not blooming.  Can I feed with something that promotes  
blooming?  Should I water more, or less?  They are on a drip, that  
for now is set for once a week for about 15 minutes.  The plants look  
lush and green.
