According to some retail nurseries you can transplant a tree from a
container at any time.  But you will not gain much by planting now instead 
of waiting until fall - November is good.  Our hot, sunny summer weather is 
very stressful to mature citrus trees but more so to young trees when they 
should be stress-free while establishing good roots and structure.

tells you how to plant the trees.

There is a watering guide "Irrigating Citrus Trees" at

that contains information about how to water throughout the life of the
trees.
