There are several growth regulators use to prevent fruit on olive trees.
Application must be made in the right amount at the right time prior to
fruit set when the tree in at full bloom,. Applying too early or too late
is not effective. The tree should not under stress from disease, high
temperatures, drought, etc. It is a procedure that is best left to
professionals.
