Dear Paul,
I am not a master gardener but I am a consulting rosarian with the American Rose Society. The short answer is YES.
If you want some tips on pruning make your way down to Mesa Community College at Southern & Dobson where we have a rose garden of 7,000 bushes. We do rose pruning classes every Saturday in January & February at 9:00am. Bring a pair of pruners.
The freeze is only a problem when we have new buds and pruning now you will not see new buds for a few weeks, by then it will be warming.
