Hi Trace,
Thanks for your question. Phoenix doesn't limit the type of tree planted
under power lines but the utility companies (APS & SRP), recommend using
those that don't grow over 25 feet at maturity. This way the tree won't
grow in to the lines and require pruning by the line clearance crews.
For a list of appropriate trees take a look at the Desert Shade Trees
brochure http://aztrees.org/Guideto_AZShadeTrees.pdf, or the tree section
in the free booklet, Landscape Plants for the Arizona Desert
http://amwua.org/conservation/landscape_plants.htm. It's available at
local nurseries or from the City of Phoenix Water Conservation office.

Good luck.

What types of trees are you allowed to plant under power lines in Phoenix?
Is there a list available?
Thank you,
Trace
