Hi Trace,

Thanks for your question.  Phoenix doesn't limit the type of tree planted 
under power lines but the utility companies (APS & SRP), recommend using 
those that don't grow over 25 feet at maturity.  This way the tree won't 
grow in to the lines and require pruning by the line clearance crews.
