Take a specimen(s) to the nearest Master Gardener office (listed at

http://cals.arizona.edu/maricopa/garden/html/general/question.htm  )

for ID and diagnosis.

There are also monthly diagnostic clinics where area Master Gardeners gather
to diagnose/identify current plant problems in your area.  Check at the
listed telephone number for schedule and details.

As to hiring somebody, you might get a recommendation from your local garden
center.
