Hi, Elise

I have not found any flies that eat plants.
Either the flies are there but not causing the damage (some other creature is)
or these are not really flies but some other kind of insect.

Collect some of the flies and take them to your local Cooperative Extension
Office for identification.

I have tried the yellow dangling sticky tapes and they did 
not attract more than 2 of over 100 flies.  These are very large (house fly 
looking flies)  I will do more research, but must be seen to 
understand.  I welcome anyone to come in the am's:  My garden gate is 
unlocked.
 
Right now, 9-10am over 100+ flies are eating my myoporum 
white flowers and also the upright lantanas...plus other flowering 
plants.

Please send someone to help, as Vector control is only 
interested in the mosquitos.

We probably need to identify the flies first 
  so we know how to control
them. House flies don't eat plants so there may 
  be some other creature
eating the flowering plants.

You can put out 
  a yellow sticky trap to trap insects in the area for 
  identification.
(should be available at a garden shop). Place near the 
  plants being eaten.
