Can't say about the area around Tucson but around Phoenix the most effective
way to avoid the winds is to set your clock to sprinkle only in the early
morning when the winds are calm (usually).  There are a number of wind
governed sprinkler control systems that you can find with a web search using

"wind governed sprinkler control systems"

Most are pretty pricey and I can't vouch for how well they work.
