S-1 1999 Business Meeting Minutes
 
  Introduction:
Don Scott called the business meeting to order which was attended by 85 people. A moving eulogy was given by Robert Horton for former Division S-1 member Don Kirkham. A brief time of reflection was held to remember Don's contributions to soil physics. As a tribute to Don Kirkham's prolific career as a scientist and teacher, Don Scott asked those S-1 members in attendance that were descendants of Don Kirkham's research and teaching program. Those in attendance included a daughter, 7 students, 21 students of students and approximately 1/3 of those in attendance were third-generation students. The minutes of the 1997 business meeting were approved.

Old Business:
Glendon Gee, our ASA-SSSA Board Representative, reported on the ASA and SSSA board meetings. Included in the report was a discussion of changing the bylaws for the separation of ASA, CSSA and SSSA and how this would provide more visibility to each Society. Keith Cassel provided a short description of the proposed structure and relationships between the three Societies. Due to limited time available, Keith encouraged all members to attend the ASA Town Meeting, scheduled that evening, where the future structure would be discussed. Glendon provided information on the U.S. National Committee on Soil Science (Wilford Gardner, Chair), which is expected to enhance the visibility of Soil Science.

Due to a lack of support and an unprofitable record, publication of the Journal of Production Agriculture will cease, shortly. The demise of this journal has implications on the new Vadose Zone Hydrology Journal proposed by Div. S-1. A lengthy discussion of the status of this new journal was presented by Glendon. It was reported that the proposal was modestly received by the Board Members and that every journal must be self supporting. Gary Kachanoski stated that there was a lack of accurate information presented at the other divisional meetings, and that more information should be supplied to each division. Dave Mulla reported that insufficient financial information was provided to the Editorial Board. Several members stated that the journal's scope should be broadened to garner support from members of other divisions. A preliminary calculation of the financial impact of the journal was presented by Dave Mulla. A motion by members of Div S-1 showed strong support for the publishing of a Vadose Zone Hydrology Journal.

Dave Mulla reported on the SSSA Journal editorial board meeting. He reported that the membership requirement for publishing in the journal has been eliminated, which most likely led to a significant increase in the total number of papers submitted to S-1 this year. During the past year, 91 papers were submitted as compared to 60 the previous year. Three Associate Editors are retiring after two terms: C. Boast, V. Snyder, and S. Yates. Newly appointed Associate Editors are: S. Kung, F. Leij and K. McInnes. Dave Mulla recommended adding an additional Associate Editor to the board to handle the increased number of submitted papers. New guidelines for authors and editors will be drafted to prevent unethical conduct in publishing SSSAJ.

Jacob Dane reported on the progress of the new Monograph on Methods of Soil Analysis. A committee of 14 members is working on the Table of Contents, which should be finalized soon. There are plans for 8 to 9 general chapters and a year 2000 publication date.


New Business:
Don Scott reported that 174 papers, half of which were poster presentations, were presented in the 1998 Division S-1 program. In addition, 58 presentations were shared with other Divisions. This was the 2nd or 3rd highest number of presentations in the past years.

Keith Cassel reported on activities involving the ISSS. The 17th World Congress will be in Thailand in 2002 and the 18th in the U.S. in 2006. The report was followed by a presentation by Wilford Gardner on the new organizational structure of the International Union of Soil Science. The importance of this structure on the future of Soil Science in the U.S. was emphasized. Members of SSSA will also be members of the International Union of Soil Science.

Aziz Amoozegar provided an update on the licensing of Soil Scientists. Seven states currently have acts which authorize the licensing of Soil Scientists.

Art Warrick reported on the Don and Betty Kirkham Award. There were five strong nominations for this year's award and he recommended that unsuccessful nominations should be resubmitted next year. The winner of this year's award was M.Th. van Genuchten. Art Warrick described the Kirkham conference, the first scheduled for 2000, and indicated that planning for this meeting needs to be completed soon.

Don Scott announced the award winners from S-1 for SSSA and ASA, including those who received Fellow awards. Don Scott introduced the incoming Div. S-1 Chair, Scott Yates. Scott Yates thanked Don Scott for his excellent service to S-1 during the past year. He presented ideas for symposia for next year and requested suggestions for activities in Div S-1 for the next year. The meeting was adjourned.- Scott R. Yates
