Central Access to Information and Reviews

• Set up information service/clearinghouse for the state (re: urbanization effects issues)
• coordinating unit, maybe university consortium
• set up web site and online reference
• have individual contacts in all related agencies who would help identify relevant resources and answer questions (need to provide a stipend)
• questions - how to fund? state? fee-based?
